About Lycoming-Clinton MH/ID

Lycoming-Clinton Mental Health / Intellectual Disability & Autism Services is a program of the Lycoming-Clinton Joinder Board. The Lycoming-Clinton Joinder Board is a social service agency responsible for providing state-mandated services and supports to residents of Lycoming and Clinton Counties.

The agency serves as county oversight for mental health, intellectual disability, and autism services. Our primary function is to support individuals diagnosed with serious mental illness, autism, or an intellectual disability through coordination and oversight of community-based programs.

Mental Health for Providers

County Mental Health System

Community mental health services are administered through county Mental Health and Intellectual Disability (MH/ID) program offices. These offices are part of the county government and are overseen by a county MH/ID administrator.

The county MH/ID offices serve as a referral source. Most actual mental health services are delivered by local provider agencies under contract with the county MH/ID office. The county MH/ID office determines a person's eligibility for service funding, assesses the need for treatment or other services, and makes referrals to appropriate programs to fit treatment and/or other service needs.

Mandated Services

The Mental Health and Mental Retardation Act of 1966 requires the county MH/ID office to provide community mental health services, including:

  • Short-term inpatient treatment

  • Partial hospitalization

  • Outpatient care

  • Emergency services

  • Specialized rehabilitation training

  • Vocational rehabilitation

  • Residential arrangements

MH/ID offices can also provide information about any additional mental health services and supports the county offers.

Services Available Through Local Providers

The Lycoming-Clinton MH/ID Program contracts with local provider agencies to deliver the following services to eligible individuals:

  • Case Management – Connecting individuals to appropriate services and supports

  • Residential Services – Community-based living arrangements

  • Community Participation Programs – Social and recreational integration

  • Forensic Supports – Services for individuals involved in the legal system

  • Job Readiness and Job Support – Employment preparation and ongoing workplace assistance

  • ID/Autism Waiver Programs – Home and community-based services for eligible individuals

The Lycoming-Clinton MH/ID Program is responsible for determining eligibility, assessing service needs, and making referrals to appropriate contracted providers.
